Executive Summary The existing transport infrastructure in Addis Ababa neglect of walking and cycling, which accounted for 65% of the city’s mobility. And the current the infrastructure investment is often been allocated for the provision of adequate roadway capacity to accommodate larger numbers of vehicles. For this reason, the overall transport development trend of the city is heavily inclined toward the maximization of the movement of motorised transport, regardless of the adverse environmental and socio-economic impact on the marginalized residents who can’t afford motorized transport. Therefore, the project aims to bring forth a paradigm shift in urban mobility that urges the usage of safe and environmentally friendly non-motorized transport mode particularly for short distances. To realize this objective the project intends to put in place policy and facilities that make possible to bring the paradigm shift in terms of the shifting passengers trip from motor -based to non-motor –based one; improving investment in walking; and cycling road infrastructure to be well-integrated in to public transport developments such as LRT and BRT system. The major activities under the project are:: • Establishing design standard for NMT facilities, setting rules regulations • Planting and caring shade trees • Rehabilitating pilot roads to accommodate new facilities such as dedicated lane for cycle, lane marking, signing, curve stone design, information board etc • Installing pedestrian facilities • To start up public bicycle program as a pilot in the city that creates employment opportunities and reduce carbon emission following the modal shift from motor based transport.
